Multi-Commune Level: Case Study of Kaian Commune District (Central) Hospital

An organizational strategy that has been tried in a number of areas in connection with the commune hospitals or centers is the use of a central hospital. A central hospital not only provides referral services for the production brigades in the immediate area surrounding the hospital but also provides supervision to other, less sophisticated commune hospitals in the area and receives referrals from these hospitals. Thus, the central hospital assumes a position in a tier between the commune hospital and the county hospital. It may have a particularly important in-patient function since commune hospitals or centers often do not have in-patient beds.
